Fremont Surface Care provides sealcoating, crack sealing, infrared and cold mix pothole repair, alligator crack repair, and ADA-compliant line striping for commercial, residential, institutional, and municipal properties. The company serves Athens County and the six surrounding counties — Washington, Hocking, Perry, Meigs, Morgan, and Vinton — along with the wider Southeast Ohio region. Fremont Surface Care is fully registered in the State of Ohio and carries commercial general liability insurance and workers' compensation coverage. That promise comes directly from the owner, James Fremont Riley III — Jimmy to almost everyone.
The name isn't a brand exercise. Fremont is his middle name, passed down through three generations. His son is James Fremont Riley IV. This business carries a family name because it's meant to become one — something built well enough to hand to the next person who carries it. That shapes decisions. A company built to sell doesn't publish its prices or turn down work it doesn't believe in. A company built to hand down does both.
Before pavement, there was a badge. Jimmy began his law enforcement career in 2009 and served until 2025, including twelve years with the Meigs County Sheriff's Office. Born and raised in Athens, he spent most of his adult life serving the same communities whose parking lots and driveways he maintains today.
That background shapes how this business runs more than you'd expect. Police work trains you to notice what's out of place, document what you find, and tell someone the honest version even when it isn't what they wanted to hear. Those habits are the whole job in pavement preservation. Most contractors look at a parking lot and see square footage to quote. Fremont Surface Care was founded in 2025. The company is new; the person running it isn't. Alongside sixteen years of public service, Jimmy built his pavement expertise through a network of mentors with more than fifty years of combined experience in pavement management — professionals who taught him the trade properly rather than by trial and error on customers' property.

Published pricing lets a customer know roughly what a project costs before making a call, filters out inquiries where the budget was never going to work, and removes the suspicion that the quote depends on how the property looks.
